New vendors are screened against restricted and denied party lists using licensed software from eCustoms.  In addition Procurement Services reviews terms and conditions of vendor agreements for export control language which could trigger a review and classification of equipment or materials being purchased.  Procurement services policy includes departmental instructions for U.S. Customs clearance procedures.  This can be found in the Buying Manual, Section 802.

Items Purchased for Research

The equipment and materials purchased by the University to support research and educational activities may be subject to export control requirements. In general, a license is not required for foreign nationals to have access to, and operate, EAR controlled items on campus. However, access to or use of controlled information, source or object code by a foreign national in the US may require a license or other authorization.
